You've just picked up your puppy, or the handover is days away. Congratulations. And now, right alongside the excitement: Canton Zurich has a clear set of obligations for new dog owners, each with its own deadline.

The good news is that it's all manageable. But a few of the deadlines are shorter than most people expect, so it's worth knowing them before the clock starts.

This article applies to dogs acquired on or after 1 June 2025. If your dog joined your household before that date, the previous rules apply.

The 10-Day Rule: AMICUS Registration Right After Acquisition

Ten days. That's your tightest deadline, and it starts on the day you take the dog home.

Every dog older than 3 months must, within 10 days:

  1. Be registered with your municipality (Wohngemeinde)
  2. Appear in the national AMICUS database

For most new puppy owners, this plays out in one of two ways:

Puppy from a Swiss breeder or previous owner: The dog is already in AMICUS. You need to complete a change of ownership (Halterwechsel) in AMICUS. For this, you'll need the previous owner's name and their AMICUS ID. After that, register with your municipality.

Puppy from abroad or not yet in AMICUS: You cannot register the dog in AMICUS yourself. A vet must do it for you. Book that appointment in the first few days, not at the end of the 10-day window.

If you're a first-time dog owner (or haven't owned a dog in the past 10 years), AMICUS will create a new account for you automatically after municipal registration.

Good to know: If you completed the theory course before acquiring your dog (permitted up to 12 months in advance), the trainer cannot enter the result in AMICUS because you're not registered there yet. In that case, you'll receive a written confirmation from the trainer to submit directly to your municipality.

Dog Tax: Register with Your Municipality

When you register your puppy with your municipality, the dog tax (Hundesteuer) is registered at the same time. There's no separate form. The obligation begins automatically, and you'll receive a tax bill annually.

Liability Insurance: Mandatory in Canton Zurich

A dog liability insurance policy (Haftpflichtversicherung) is legally required in Canton Zurich. It needs to be in place when your dog arrives, or immediately afterwards.

The minimum coverage is CHF 1,000,000. Confirm the currently applicable minimum with your insurer, your municipality, or the Veterinäramt before purchasing a policy.

Many household or personal liability policies can be extended with a dog rider. Some insurers offer standalone dog liability products. Compare options and make sure the coverage amount meets the cantonal requirement.

Mandatory Theory Course: Deadline 2 Months After Acquisition

This is where the most mistakes happen, because the deadlines are tighter than most people assume.

Who has to take the theory course?

The theory course is required only for first-time owners and anyone who has not kept a dog for at least six consecutive months in the past ten years.

When does it have to be done?

No later than 2 months after acquisition (Haltebeginn). After completing the course, the confirmation must be submitted to your municipality within 3 months of acquisition. These are two separate deadlines.

The course can be taken online or in person. It covers two lessons and ends with a written exam.

You can also take the theory course up to 12 months before getting a dog. If you know a puppy is coming, starting now is a perfectly valid move.

What about the practical course?

Mandatory for new dog owners in Canton Zurich as a general rule. Exemptions apply in certain cases, including dogs over 10 years old at acquisition, transfers from a spouse or life partner (dog in shared household for at least 6 months), licensed dog trainers, persons moving from another canton who have already completed an equivalent practical course (subject to Veterinäramt confirmation), assistance dogs from IV-recognized schools, and other specific cases.

For a puppy, the practical course can start at the earliest when your dog is 6 months old. It must be completed within 12 months of acquisition. The course consists of at least 6 lessons of 60 minutes each, with at least one week between sessions.

Watch out: Missing the deadlines doesn't cancel the obligation. You'll still need to complete the courses. Contact your municipality as soon as you realise you're behind to clarify the situation.

Everything in one place:

Days 1 to 3:

  • Check whether your puppy is already in AMICUS (ask the breeder or previous owner)
  • If yes: initiate the ownership transfer in AMICUS (have the previous owner's AMICUS ID ready)
  • If no or imported from abroad: book a vet appointment for AMICUS initial registration
  • Take out dog liability insurance or review your existing policy

By day 10:

Frequently Asked Questions

Does the 10-day deadline apply if my puppy is under 3 months old?

The 10-day registration window applies once the dog is older than 3 months. If you take home a very young puppy, the clock starts when they reach 3 months of age. Course obligations, however, run from the date of acquisition regardless of the dog's age.

I've just moved to Zurich from another canton. Do I need to start everything from scratch?

For AMICUS registration and dog tax: yes, you register with your new Zurich municipality.
