What to Sort Out Before You Buy

Banned Breeds in Canton Zürich

Before you fall for a particular puppy: check whether the breed is even permitted in Canton Zürich. The Rassetypenliste II (Breed Type List II) covers dogs that may not be kept, bred, or brought into the canton. The list currently includes American Pit Bull Terrier, Rottweiler (since 1 January 2025), Staffordshire Bull Terrier, American Staffordshire Terrier, Bull Terrier, American Bully, and several other types.

Important: The Rassetypenliste II is explicitly marked as non-exhaustive by the canton. The Veterinäramt can include additional dogs that resemble these types. Always check the current official list at the Veterinäramt Kanton Zürich (German-language page) before buying.

For Rottweilers specifically: the deadline for existing owners to obtain a Haltebewilligung (keeping permit) passed on 30 June 2025. No new Rottweiler acquisition is permitted in Canton Zürich.

Spotting a Reputable Breeder

The Zürich Veterinäramt explicitly warns against illegal puppy trading via internet and social media. A reputable breeder will provide:

  • Breed name, age, sex, country of birth, and country of origin
  • Photos or video that match the description
  • An honest account of the puppy's character
  • Full contact details including a home address
  • The puppy only after 8 weeks of age (Swiss legal minimum)

Registered pedigree puppies from Swiss breeders typically start at CHF 2,000. Significantly cheaper offers from abroad or via social media ads are a warning sign. Report suspicious sales websites to info@blv.admin.ch. If you suspect illegal importation, contact the Veterinäramt of Canton Zürich directly.

The Veterinäramt publishes an official Checkliste für den Hundekauf (puppy purchase checklist) and the brochure "Augen auf beim Welpenkauf!" — both free to download from zh.ch (German only).

Once the puppy moves in, a 10-day clock starts for two separate steps.

1. AMICUS — the National Dog Database

Every dog over 3 months old must be registered in AMICUS within 10 days of acquisition.

Puppy from Switzerland (already registered): Both you as the buyer and the breeder must report the ownership transfer online in AMICUS. The breeder is also obligated — ask them explicitly at the time of purchase.

Puppy imported from abroad: Within 10 days, a vet must verify the microchip and register the dog in AMICUS. Bring your AMICUS-ID to the vet appointment. If you don't have one yet (first-time dog owner), you'll receive it after completing municipal registration.

Dog not yet in AMICUS? If the puppy isn't in the database, the vet handles the initial registration. Again: have your AMICUS-ID to hand.

For the full process, see our article on AMICUS dog registration in Zürich.

2. Registration with Your Municipality

Also within 10 days: register your dog with your Wohngemeinde (municipality). In the city of Zürich, this is handled by the Hundekontrolle. First-time dog owners receive their personal AMICUS-ID at this point.

If you've owned a dog at any point in the last 10 years, you already have an AMICUS-ID (issued since January 2016).

The full step-by-step process is in our article Register your dog in Zürich.

3. Liability Insurance

Liability insurance (Haftpflichtversicherung) is compulsory for all dog owners in Canton Zürich, regardless of breed or size. Take it out before or on the day you collect your puppy. For provider options and what to look for, see our article on dog liability insurance in Zürich.

Good to know: Dog tax (Hundesteuer) is a municipal matter. Amounts vary by municipality. Check with your own Gemeinde directly, or read our article on the costs of owning a dog in Zürich.

The Mandatory Dog Courses — When and for Whom

The revised cantonal dog law has been in force since 1 June 2025. All dogs acquired or moved into Canton Zürich on or after that date fall under it — including your puppy.

Theory Course

The theory course is required only for first-time owners and anyone who has not kept a dog for at least six consecutive months in the past ten years.

If you fall into that category:

  • Complete the theory course: within 2 months of acquisition
  • Submit course confirmation to the municipality: within 3 months of acquisition

The theory course may also be taken up to 12 months before acquiring the dog. If the course took place before the dog was registered in AMICUS, the result cannot be entered into AMICUS automatically at that time. In this case, your trainer provides a written confirmation which you submit directly to the municipality.

Practical Course

Mandatory for new dog owners in Canton Zürich as a general rule. Exemptions apply in certain cases — including dogs over 10 years old at acquisition, transfers from a spouse or life partner (dog in shared household for at least 6 months), licensed dog trainers, persons moving from another canton who have already completed an equivalent practical course (subject to Veterinäramt confirmation), assistance dogs from IV-recognized schools, and other specific cases.

Key rules for the practical course:

  • Earliest start: when the dog is at least 6 months old
  • Deadline: within 12 months of acquisition
  • Minimum requirement: 6 lessons of 60 minutes each, with at least one week between sessions. If learning goals haven't been met, additional lessons are required.

With a puppy, this means you can't start immediately. Build enough lead time into your planning to meet the 12-month deadline comfortably.

Good to know: If you're moving to Canton Zürich from another canton and have already completed an equivalent practical course there, you may be eligible for an exemption from the practical course. This is not automatic — confirmation from the Veterinäramt is required.

For a full overview of both courses, see the Mandatory Dog Course Zürich 2025 Guide.

Common Mistakes New Dog Owners in Zürich Make

Missing the 10-day deadline. The registration obligation with AMICUS and the municipality starts on day one. Many first-time owners assume they have more time.

Booking the theory course too late. Popular courses fill up fast. Waiting until the puppy is already home risks missing the 2-month deadline. Look for a course before or immediately after acquisition.

Assuming the practical course can start straight away. The puppy must be at least 6 months old. Factor that into your 12-month window.

Not submitting the course confirmation on time. Finishing the theory course isn't enough. The written confirmation needs to reach the municipality within 3 months.

Forgetting the liability insurance. It's compulsory from day one. There's no grace period between collection and taking out a policy.

Not checking for banned breeds. Anyone buying from abroad or via private import must know the Rassetypenliste II. Not knowing is not a defence.
