No. Switzerland has no national leash law. Cantons and municipalities set their own rules. What applies in Zurich may differ significantly from Bern or Lucerne.
Federal law (the Tierschutzgesetz) requires owners to keep dogs under control and prevent harm to people and animals — but the specific implementation is left to cantonal legislation.
Canton Zurich: The Forest Edge Rule
What the rule says
In Canton Zurich, dogs must be kept on a leash from April 1 to July 31 when they are:
- In a forest, or
- Within 50 metres of the forest edge (Waldrand)
This rule was introduced with a revised Jagdgesetz (hunting law) and has been in force since 2023.
Why April to July?
This is the breeding and nesting season for ground-nesting birds and young wildlife (deer fawns, young hares). Dogs roaming through undergrowth destroy nests and can fatally frighten newborns. The rule is enforced by police, game wardens, rangers, and hunting supervisors.
Exemptions
The forest leash rule does not apply to:
- Hunting dogs during active hunting
- Rescue dogs during active deployment or required training
- Service dogs in deployment
City of Zurich: Rules for Over 70 Green Spaces
The City of Zurich manages more than 70 parks and green areas with individual rules. These fall into categories:
- Year-round leash zones — certain parks
- Seasonal leash zones — areas with heavy summer use (exact dates vary per green space)
- Time-restricted zones — leash required during specific hours in some areas
- Off-leash zones (Hundezonen) — designated areas where dogs can run freely
- Dog-prohibited areas — some spaces ban dogs entirely
When a Leash Is Always Required
Regardless of season, canton, or park zone:

Regardless of leash: dogs are not permitted in:
- Cemeteries
- Public swimming pools and outdoor baths (including beach areas)
- School playgrounds
- Sports and playing fields
- Municipality-designated restricted areas

What This Means for Hiking
A simple rule of thumb for spring and summer hikes in Zurich: leash on near any forest or tree line — and 50 metres is closer than it looks. On open ridges, summits, and rocky trails well away from trees, you're free.
