Why Is Registration Mandatory?

In Switzerland, dog registration is required by law — at both the federal and cantonal levels. Canton Zürich requires that every dog be entered in the national AMICUS database AND registered with the owner's municipality of residence (Wohngemeinde). These are two separate steps, and both must be completed.

Registration serves several purposes: lost or stray dogs can be quickly reunited with their owners; the municipality can correctly levy the annual dog tax; and the canton can ensure that all ownership obligations — including course requirements and liability insurance — are being met.

Good to know: Your dog must be microchipped before AMICUS registration can take place. Without a functioning microchip, no registration is possible. The chip is implanted by a veterinarian.

Deadlines — When Do You Need to Register Your Dog?

The deadlines are tight and start from the day you acquire the dog. Here's an overview:

Step-by-Step: Registering Your Dog in Your Zürich Municipality

Step 1 — Confirm the Microchip

Before anything else: check that your dog has a functioning microchip. If not — or if you're unsure — go straight to your veterinarian. No AMICUS registration is possible without a chip.

Step 2 — AMICUS Entry

AMICUS is Switzerland's national pet database. Your dog must be registered there within 10 days of acquisition (if the dog is older than 3 months).

First-time registration (dog never previously in AMICUS): If your dog has never been registered in AMICUS, only a veterinarian can create the initial entry. You cannot self-register as an owner for a dog that is new to the system. Bring your dog to the practice — the vet will enter the dog's details and your personal information, and assign you a Personen-ID.

Dog already in AMICUS (registered by a previous owner): If the dog is already in AMICUS, you can transfer ownership yourself via www.amicus.ch using the "Übernehmen" (take over) function. You'll need the dog's chip number.

Step 3 — Notify Your Municipality

In many Zürich municipalities, the AMICUS registration process runs directly through the municipal administration: the municipality collects your personal details, enters them into AMICUS, and assigns your Personen-ID. This means the AMICUS entry and municipality notification happen in a single step.

In other municipalities — particularly the City of Zürich — the Hundekontrolle (dog control) is handled by Stadtpolizei Zürich. There you register your dog separately, either online or in person.

Recommendation: Call your municipal administration or check your municipality's website to find out which process applies to you. The exact flow varies.

Step 4 — Take Out Liability Insurance

Every dog owner in Canton Zürich is required to hold liability insurance (Haftpflichtversicherung) with a minimum coverage of CHF 1,000,000. This insurance must be in place from the first day of ownership. Many household or personal liability policies can be extended to cover dog ownership — ask your insurer directly.

Step 5 — Pay the Dog Tax

After registering with your municipality, you will generally receive an automatic payment request for the annual dog tax (Hundesteuer or Hundeabgabe), which is paid to your municipality of residence.

Dog Tax in Zürich — What Does Registration Cost?

The dog tax is a cantonal obligation, but the amount is set independently by each municipality. There is no unified tariff for Canton Zürich. Amounts vary from one Gemeinde to the next.

Contact your municipality directly or check the municipal website for the current rate. Search for terms like "Hundesteuer", "Hundeabgabe", or "Hundekontrolle".

Depending on the municipality, a one-off registration fee may also apply on top of the annual tax. Again, it's worth checking directly with your Gemeinde.

What Happens If You Don't Register Your Dog?

Failure to register is not a grey area — it is a legal violation. Dog owners who do not register in AMICUS or notify their municipality within the required timeframe risk fines and legal consequences. Municipalities have access to AMICUS data and carry out regular checks.

In practice, this means authorities can verify at any time whether your dog is correctly registered. An absent or outdated entry can result not only in fines but, in serious cases, in the dog being seized.

Important: A change of address — whether within Canton Zürich or to another canton — must also be updated in AMICUS. Don't forget to keep your registration details current.

Registering Your Dog and the Dog Courses — Both Are Required

Since 1 June 2025, keeping a dog in Canton Zürich means not just registering — but also completing mandatory training. The course obligation applies to all dogs acquired or moved into the canton on or after that date, provided the dog is kept for at least 3 months.

What exactly is required?

Theory course: Must be completed within 2 months of acquisition. The theory course is required only for first-time owners and anyone who has not kept a dog for at least six consecutive months in the past ten years. Practical course: Must be completed within 12 months of acquisition — earliest from the dog's 6th month of life — and consists of at least 6 lessons of 60 minutes each, with at least one week between sessions. Mandatory for new dog owners in Canton Zürich as a general rule. Exemptions apply in certain cases — including dogs over 10 years old at acquisition, transfers from a spouse or life partner (dog in shared household for at least 6 months), licensed dog trainers, equivalent courses completed in another Swiss canton, assistance dogs from IV-recognised schools, AMICUS-registered shelter dogs (except foreign imports for placement), and military, police, and herd protection dog handlers. AMICUS and course confirmation: Course completion is entered into AMICUS by the trainer — provided you are already registered in AMICUS as an owner. If you completed the theory course before acquiring your dog (which is permitted up to one year in advance) and are therefore not yet registered in AMICUS, a written confirmation from the course provider to your municipality is sufficient as a temporary measure during this pre-registration period. This written confirmation bridges the gap until your dog is acquired and you are registered in AMICUS. Frequently Asked Questions

Should I register my dog with the vet first or with the municipality? With the vet first — if your dog has never been in AMICUS. Only a veterinarian can create the initial AMICUS entry. After that, you notify the municipality (or the municipality handles the AMICUS registration as part of their process).

What if I'm moving to Zürich from another Swiss municipality? You need to update your address in AMICUS and register your dog with your new municipality. The 10-day deadline runs from your move-in date.
