What Does Canton Zurich's Dog Law Require?

The revised Hundegesetz (dog law) came into force on 1 June 2025 and applies across all municipalities of Canton Zurich — not just the city.

The course obligation applies to you if you acquired your dog on or after 1 June 2025, or moved into Canton Zurich on or after that date. Owners who already kept a dog continuously in Canton Zurich before that date are generally not subject to the new training obligation.

Two courses are required, with separate deadlines:

Theory course

The theory course is required only for first-time owners and anyone who has not kept a dog for at least six consecutive months in the past ten years.

  • Complete within 2 months of acquiring the dog or moving into the canton
  • Submit written confirmation to your municipality within 3 months
  • Can be taken up to 1 year before acquiring the dog

Practical course

Mandatory for new dog owners in Canton Zurich as a general rule. Exemptions apply in certain cases — including dogs over 10 years old at acquisition, transfers from a spouse or life partner (dog in shared household for at least 6 months), licensed dog trainers, persons moving from another canton who have already completed an equivalent practical course (subject to Veterinäramt confirmation), assistance dogs from IV-recognized schools, and other specific cases.

  • Complete within 12 months of acquiring the dog or moving into the canton
  • Minimum standard: at least 6 lessons of 60 minutes each, with at least one week between lessons
  • Earliest start: when your dog is at least 6 months old

For a full overview of the course obligation, see the mandatory dog course Zurich 2025 guide.

What Happens If You Miss the Deadline?

Honest answer: the specific fine amounts are set out in the Hundeverordnung (cantonal dog regulation), but could not be verified from primary sources for this article. The Veterinäramt of Canton Zurich recommends contacting your municipality or the Veterinäramt directly for binding information.

What is certain: missing course deadlines constitutes a breach of the cantonal dog regulation. The possible consequences include:

  • Administrative proceedings by the municipality or the Veterinäramt
  • Fines (amount set in the Hundeverordnung — confirm with the Veterinäramt)
  • Formal notice to complete the course within a set period

One thing to be clear on: missing a course deadline does not automatically mean your dog will be taken away. Dog confiscation is an animal welfare measure and only follows serious violations of the Tierschutzgesetz (animal protection law) — not an administrative training deadline.

It's also worth knowing that since March 2026, the cantonal Veterinäramt has completed the rollout of the trainer examination system. The training infrastructure is now fully operational, which signals that compliance is being taken increasingly seriously.

Important: If you haven't yet registered your dog with your municipality, additional consequences apply. Every dog aged 3 months or older must be registered within 10 days of acquisition — both with your municipality and in the national AMICUS database.

Transition Rules — Are You Still Within the Window?

The law came into force on 1 June 2025. That means owners who acquired a dog in June 2025 and started the practical course are hitting their 12-month deadline right now, in June 2026. If you're reading this today and got your dog last summer, you may be at the wire or just past it.

Use this table to check your position:

Dog acquired Theory deadline Confirmation deadline Practical deadline
June 2025 August 2025 September 2025 June 2026
September 2025 November 2025 December 2025 September 2026
December 2025 February 2026 March 2026 December 2026
March 2026 May 2026 June 2026 March 2027
Good to know: The theory course can be completed up to one year before acquiring a dog. If you're planning to get a dog but haven't yet, you can take the theory course now and arrive fully prepared — it significantly reduces deadline pressure later.

If your dog was younger than 6 months at the time of acquisition, the practical course can only begin once they reach 6 months of age. This restriction can make the effective practical window shorter than 12 months in practice — plan ahead accordingly.

Whether transitional rules apply for dogs already kept in Canton Zurich before 1 June 2025 depends on your individual circumstances. If in doubt, contact your municipality or the Veterinäramt for a binding assessment.

What to Do If You're Already Late

Don't wait. Take these steps in order:

1. Confirm whether you're actually subject to the obligation

Not every dog owner in Canton Zurich has to complete both courses. The theory course only applies to first-time owners who have not kept a dog for at least six consecutive months in the past ten years. For the practical course, several exemptions exist — read the list above carefully. If you've moved from another Swiss canton and completed an equivalent practical course there, the Veterinäramt may confirm equivalence and exempt you from repeating it.

2. Check your registration status

Is your dog registered in AMICUS and with your municipality? If not, start there immediately. Every subsequent step depends on registration being in order. Our article on registering your dog in Zurich walks you through the process.

3. Catch up on the theory course

If the 2-month deadline has already passed: enrol now and complete it as soon as possible. Submit the confirmation to your municipality immediately after completion. A late submission is significantly better than no submission. For a list of providers, see our article on theory course providers in Zurich.

4. Book the practical course

Don't wait until you feel ready — book now. Many providers have waiting lists. The earlier you register, the sooner you can meet or minimise your deadline breach. For providers, see our practical dog course providers directory 2026.

5. Contact your municipality proactively

If your deadline has already passed, reach out to your municipality yourself. Explain the situation, show that you're actively addressing it, and ask for guidance on next steps. Proactive contact is almost always received better than waiting for a formal notice to arrive.

Good to know: If you completed the theory course before your dog was registered in AMICUS, your trainer may not have been able to enter the result directly into the database. In this case, you'll receive a written confirmation to submit directly to the municipality. More detail in our article on [AMICUS registration in Zurich](/en/blog/amicus-dog-registration-zurich).

Frequently Asked Questions

I got my dog in June 2025. Am I already late for the practical course?

If you acquired your dog in June 2025, your 12-month deadline falls in June 2026 — which is right now. Whether you're exactly at the limit or slightly over depends on the specific date. Act immediately: book the course, notify your municipality, and document every step.

Will my dog be taken away if I miss the course deadlines?

No. Missing course deadlines does not lead to confiscation of your dog. Dog confiscation is an animal welfare enforcement measure under the Tierschutzgesetz and only applies in cases of serious welfare violations — not administrative training deadline breaches.

I moved from another canton. Do I have to do all the courses again?

Not necessarily. If you completed an equivalent practical course in another canton, you may be exempt from the practical course requirement in Canton Zurich — provided the Veterinäramt confirms the equivalence. Contact the Veterinäramt directly and bring documentation of your completed course.

I'm not sure whether I count as a first-time owner. How do I check?

The theory course is required only for first-time owners and anyone who has not kept a dog for at least six consecutive months in the past ten years. If you had a dog for at least 6 months at any point in the last 10 years, you're exempt from the theory course. If you're unsure, the quiz will give you a clear answer in a few minutes.

Can I start the practical course before finishing the theory course?

Yes. The two courses are independent of each other. You can begin the practical course as soon as your dog is at least 6 months old, regardless of where you are in the theory course process.

My dog was ill and I couldn't complete the course on time. Is there an exemption?

The Veterinäramt can grant exemptions in certain cases, including when a dog is medically unsuitable for group training. Contact the Veterinäramt directly and provide a veterinary certificate.

Act Now — Don't Wait

If you've missed a deadline, acting now still makes a significant difference. Book the course, inform your municipality, submit the confirmation. A late completion is much better than no completion at all. If you're still not sure which courses apply to your situation, the quiz will give you a personalised answer in minutes.
